EXPERIENCE

COMMANDING OFFICER: (2004 – Present), U. S. Coast Guard Southeast Regional Fisheries Training Center (SRFTC), Charleston, SC.
Serving as the Commanding Officer of this unit, I am the supervisor for Coast Guard unit with training responsibilities for all boarding officers, boarding team members, and units operating in Seventh Coast Guard District and portions of Fifth Coast Guard District. I am responsible for developing and maintaining comprehensive living marine resource (LMR) training programs and standards. My personnel train units on all fisheries regulations throughout South Atlantic, Caribbean, and Gulf of Mexico. I also serve as an active LMR advisor to the Fifth Coast Guard District and Seventh Coast Guard District, as well as acting as the assistant LMR Officer for Seventh Coast Guard District. I provide guidance to and coordinate intelligence with State, Local, National (NOAA Fisheries), and Fisheries Management Councils (FMCs) on Coast Guard LMR enforcement procedures and concerns. Additionally, I serve as case reviewing officer for all Seventh Coast Guard District fisheries enforcement cases and liaison directly with National Oceanographic and Atmospheric Administration (NOAA) Fisheries general counsel. I am responsible for an annual budget of $130K and all personnel assigned to unit.

OPERATIONS OFFICER: (2003-2004), U. S. Coast Guard Cutter JARVIS (WHEC-725), Honolulu, HI.
As Operations Officer, I was responsible for the safe navigation and operations of a Coast Guard High Endurance Cutter and the execution of the ship’s routine, both underway and inport. Also, I was the supervisor for four Junior Officers, Four Senior Enlisted members, and over twenty Junior Enlisted members. As the senior Watch Officer, I was responsible for all policies and standing orders, as well as the qualification of all watchstanders. I also served as the Navigation and Seamanship Training Team Leader, and a member of the Law Enforcement Training Team. I stood duty as a Tactical Action Officer (TAO), and served as a Helicopter Landing Signals Officer and Boarding Officer.

COMMAND CENTER CONTROLLER: (2000-2002), First Coast Guard District, Boston, MA.
Served as the direct representative of Coast Guard District Commander, First U. S. Coast Guard District. In this role, I provided guidance and direction to units operating in District Area of Operations (AOR). I was responsible for ensuring information was rapidly disseminated to District staff components and units. I also drafted and released message traffic, including situation reports, to higher echelons of command on all mission areas. As another part of my duty, I exercised suspension authority for searches involving flare sightings, electronic distress signals (EPIRBs/ELTs) and probable hoaxes. Additionally, I coordinated tasking for offshore assets, including: 4 Patrol Boats, 2 Medium Endurance Cutters, and 8 aircraft under daily Command Center control. During the 11SEP2001 attacks and immediate aftermath, I served as an Incident Command Center watchstander.
